Inside Akhilesh Yadav's PDA Strategy for the 2027 UP Elections
How the Samajwadi Party's Pichhda-Dalit-Alpsankhyak coalition rebuilt the party after 2017, and why the SP-Congress seat-sharing talks matter for 2027.
Of all the strategic frameworks competing for Uttar Pradesh's electorate heading into 2027, none has been more consequential in recent years than the Samajwadi Party's PDA formula — short for Pichhda (Backward Classes), Dalit and Alpsankhyak (Minority). Championed by SP president Akhilesh Yadav, the coalition-building approach is widely credited with the party's sharp recovery since its 2017 low.
From 47 To 111 (And Beyond)
The scale of that recovery is easy to understate. In 2017, the SP won just 47 seats. By 2022, running on an explicit PDA pitch and in alliance with the Rashtriya Lok Dal, it won 111 seats on its own (32.06% vote share) and 125 with allies — its best showing in over a decade. Akhilesh Yadav has since said publicly that the alliance which contested the 2024 Lok Sabha election alongside the Congress "managed to reduce the seats of the BJP considerably" in the state, a result he has pointed to as validation of the wider PDA approach heading into 2027.
The Congress Question
Speaking at a Lucknow event in 2026, Akhilesh indicated that the SP's alliance with the Congress would continue into the 2027 Assembly election, extending the partnership that contested the 2024 Lok Sabha polls together. He has been more guarded on the specific division of seats, saying — much as in 2024 — that each party's probability of winning a given seat would guide the final sharing arrangement rather than a fixed formula. Both parties are reportedly targeting September to October 2026 to conclude those talks.
Reaching West UP: RLD's Exit And Azad's Entry
The SP's 2022 alliance included the Rashtriya Lok Dal, whose Jat support base in western Uttar Pradesh was a key ingredient in the SP+'s 125-seat alliance tally. That partnership ended when RLD chief Jayant Chaudhary moved his party into the NDA ahead of the 2024 Lok Sabha election, a loss the SP has had to plan around. In its place, political circles in the state increasingly point to warming ties between Akhilesh Yadav and Azad Samaj Party chief Chandrashekhar Azad, whose 2024 win from Nagina demonstrated real strength in the same western region. SP leaders have been instructed to avoid direct attacks on Chandrashekhar, according to reports, keeping the door open to an understanding in 2027.
What Success Looks Like In 2027
For the SP, success in 2027 means converting the PDA coalition's Lok Sabha-level momentum into an Assembly majority — something it has not managed since 2012, when Akhilesh Yadav himself became Chief Minister. That will depend on how cleanly the seat-sharing arrangement with the Congress is executed, whether the BSP's solo run ends up splitting the opposition vote or the ruling party's, and whether western UP can be stitched back together through an understanding with the Azad Samaj Party.
